It’s no secret that at The International Islamic Developement & Relief Foundation Troirs Rivieres (IIDARF) we are doing a lot to ensure we follow through on our word and get those that need it the help they require. For instance, we have created a free academy for online courses to educate poor students to make money online. We are also helping poor families with money (cash) and giving them Rashan (helping them with food). Furthermore, we are doing great work for their health. We know that you need to be in good health and have access to healthcare services if you’re going to be in any condition to work on yourself and develop your skills. In short, we like to say that we are doing everything that we can to help our nation to grow.

INVITATION TO TENDER/EXPRESSION OF INTEREST

1. PREAMBLE The international Islamic development and relief foundation Troirs Rivieres Canada (IIDARF) is an Islamic Society interventionist Agency established by an act of Islamic Consultative Assembly for the aid, development and relief of the Islamic Regions through the implementation of planned and sustainable projects. Therefore, in compliance with the requirements of the Public Procurement Act 2001 and Extant Regulations of Islamic Consultative Assembly on procurement of goods, works and services, IIDARF wishes to invite experienced and competent Contractors/Suppliers to submit bids for the under listed 2026/27 Capital Projects.

2. SCOPE OF WORKS, GOODS AND SERVICES

LOT A

A1 - Supply and Installation of Agricultural Storage Facilities: Hermetic Storage Bags (For Maize); Solar-Powered Cold Storage Units For Tomatoes; Metal Silos (For Sorghum/Rice)

A2 - Supply and distribution of iRESS Inverter Solar Backpacks - 500w, 1000w, 2000w) (foldable solar panel, built-in inverter, and lithium battery designed to charge various electronics - phones, laptops, small fans etc, using solar energy) to empower Students, Artisans, Farmers, etc in The Islamic World (Dar al-Islam)

A3 - Supply and Installation of Surveillance/CCTV Cameras, Security and utility vehicles for security purposes across selected hotspots in some region, Madrasah, hospitals, and Mosques.

A4 - Supply and Installation of Laboratory Equipment in College Of Health Sciences, Nursing Schools and School of Midwifery across the Islamic World (Dar al-Islam).

A5 - Supply and distribution of Communication Gadgets (Mobile Phones, Walkie Talkies) to selected Security Outfits/personnel within the Islamic World (Dar al-Islam).

A6 - Procurement and distribution of Computers, Laptops, Printers and other educational and office equipment to all the Islamic owned Universities.

A7 - Procurement and distribution of Drugs, Medical/Hospital items, Sanitary, Disinfection Cleaning Materials and personal protection equipment (PPE), infusion and injection systems: Disposable Syringes and Hypodermic Needles, Urology Systems: Urine Bags, Urine Drainage Bags & Meters, Urinary Catheters Surgical kits, Ultrasound: Lubricants, Medical and surgical Gels, sterilization/wound care: Reels, protector guards, bandages (adhesive, compression, elastic/crepe), plasters, surgical mesh to Hospitals and Health Centers across the Islamic World (Dar al-Islam).

A8 - Supply of Hospital, Medical and Laboratory furniture (Standard hospital beds, ICU beds, Pediatric beds, Examination Table, Hospital Chairs, patient chairs wheel chairs, Bedside Cabinets, Mattresses, Bedcovers/Pillows) to all the hospitals, clinics, health centers across the Muslim world.

A9 - Supply of ICU Equipment (Cardiac monitors, Ventilators, Infusion pumps, Patient monitors, Defibrillators), Ambulances/Emergency Vehicles to all the hospitals, clinics, health centers across the Islamic World (Dar al-Islam).

A10 - Supply and Installation of Agro-Processing Equipment for the Cottage and Aggregation Centers across the Islamic World (Dar al-Islam).

A11 - Supply and Installation of Cottage Feed Mill in some of the Islamic regions.

A12 - Supply and installation of Cottage Rice Processing Equipment across the Muslim regions.

A13 - Supply and installation of Cottage Poultry Waste Processing Equipment in the Islamic World (Dar al-Islam).

A14 - Supply of Customized Back to School, Educational and Learning Materials, Magnetic Boards, Markers, Stationeries to Students in Muslim nations.

A15 - Supply of and distribution 100,000 Metric Tons of Assorted Grains for Strategic Grains Reserve to farmers across the Islamic nations round the globe.

A16 - Supply and distribution of 100,000 Metric Tons of Agrochemicals, fertilizers, herbicides to farmers across the Islamic World (Dar al-Islam).

A17 - Supply and distribution Agricultural Inputs and equipment’s: new tractors, ploughs, harrows, trailer backs, harvesters to farmers across the Muslim Region.

A18 - Supply of Sewing Machines, Motorcycles, Grinding Machines, Welding Machines, Mechanical Tools, Water Pumps, Hair Dressing Equipment for Youth and Children empowerment in most of the Muslim nations.

A19 - Procurement of Irrigation Equipment to farmers across the Islamic nations.

A20 - Procurement of 500 units of open body 3 wheels cargo motor Tricycle to farmers across the globe.

A21 - Procurement of 500 Units of Tricycle (Open Body) across the Islamic World (Dar al-Islam).

A22 - Supply and Installation 1,000 Units 500kVA Transformers in selected Senatorial Districts across the Islamic World (Dar al-Islam).

A23 - Construction, Supply and Installation of 500,000 Units of All-in-one Solar Street Light (10,000 Lumen with Lithium Battery) in selected Senatorial Districts across the Islamic World (Dar al-Islam).

A24 - Construction of 5 Nos. Block of 30 Classroom with offices, furniture and Solar Panels in selected schools in all the rural areas of the Islamic World (Dar al-Islam).

A25 - Reconstruction of Hostels.

A26 - Renovation and equipping of Health Centers in the Islamic World (Dar al-Islam)

A27 - Renovation and equipping of Comprehensive Health Center across the Islamic World (Dar al-Islam)

A28 - Construction/equipping and furnishing of 50 space Primary Health Center across the Islamic World (Dar al-Islam)in Africa

A29 - Renovation/equipping and furnishing of Riyad Primary Health Center in some African Islamic countries.

Lot B

B1 - Procurement of Support/Relief Materials (Food items, Medications, Personal Care, Hygiene Products, Cleaning/Disinfectants, Dietary Supplements, Clothes, Blankets, Mattresses etc) for IDPS across the Islamic World (Dar al-Islam).

B2 - Supply of Irrigation Pumping Machines for Dry Season Farmers in some Islamic regions across the deserts.

B3 - Procurement of 1,500 Units of Sewing Machines (Industrial and Ordinary) for empowerment and skill acquisition for the African Muslim centers.

B4 - Provision of Laptops and Other ICT Software for 10,000 Youths in some of the Islamic schools.

3. ELIGIBILITY REQUIREMENTS:

All interested party(ies) seeking to be considered must satisfy the requirements as specified in VENDOR PRE-ASSESSMENT QUESTIONNAIRE DOCUMENTS.

4. COLLECTION OF VENDOR PRE-ASSESSMENT QUESTIONNAIRE DOCUMENTS Interested company(ies) (for Goods & Works) are to collect the Vendor Pre-assessment Questionnaire from the official email of the iidart3R.

5. SUBMISSION OF EOI (SERVICES) AND PREQUALIFICATION DOCUMENTS Interested firms are to submit their Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted via mail to our official E:-mail vendor@iidarf-3r.org dully signed by the CEO or the company's owner not later than the deadline stipulated in the prospective pre-assessment questionnaire.

6. Every interested vendor should ensure a pre-questionnaire submission form receipt and bidding document submission acknowledgement letter is issued accordingly.

7. EOI/BID OPENING

EOI & PREQUALIFICATION

The EOI & Prequalification documents will be opened immediately after the deadline of submission as stipulated in the prospective pre-assessment Document in the presence of bidders or their representatives. Interested Partners should please ensure that you sign the Bid Submission Register in the Office of the Head Procurement, as the Agency will not be held liable for misplaced or wrongly submitted bids. 8. GENERAL INFORMATION

a. EOIs/Bids must be in English/Arab Language and signed by an official authorized by the international Islamic development and relief foundation Troirs Rivieres Canada (IIDARF)

b. EOIs/Bids submitted after the deadline for submission would be returned un-opened

c. Applicants should not bid for more than two (2) Lots (violation is automatic disqualification).

d. All vendor registration costs will be borne by the intending vendor.

e. Failure to comply with any of the above requirements will form the basis for the disqualification of the bidders

f. Invitation to tender: Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of unsuccessful bidders will be returned un-opened.

g. Services: Only shortlisted firms at EOI evaluation will be invited at a later date for collection of Request for Proposals.

i. IIDARF is not bound to pre-qualify/shortlist any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with the Public Procurement Act 2019.
